Paving in Wyoming's Oil City

Asphalt paving in Casper serves a city built by oil. Casper was settled in 1887 and incorporated in 1888. A year later, oil was struck in the Salt Creek field about 40 miles north, and Casper's first refinery opened in 1895. The city grew with the industry, peaking at 51,016 people in the 1980 census before the bust, and counted 59,038 residents in 2020, with 79,955 in the metro area. It has 27,166 housing units, from early-1900s homes near downtown to newer subdivisions on the edges.

Winter numbers

Casper sits at about 5,120 feet. Under 1991 to 2020 normals it averages 71.8 inches of snow on about 45 snowy days, a January mean low of 15 degrees, and 14.6 nights a year at zero or below. The record low is minus 42, set on December 22, 2022. The city's building criteria use a three-foot frost depth, an air freezing index of 3,000 and a severe weathering rating. All of that means a lot of freeze-thaw for asphalt, and a thick, drained base is the main defense.

Summer numbers

Casper also averages about 38 days a year at 90 degrees or above and more than 3,300 hours of sunshine, with only about 12.2 inches of precipitation a year. Sun dries out unsealed asphalt fast. Seal coating every few years keeps the surface from going gray and brittle.

Older neighborhoods

Homes near downtown and in the older parts of town often have narrow or patched driveways and alleys. When the base has failed, we replace on fresh crushed base. When it has not, patching and crack filling buy time.

Shops and yards

Many Casper homes have detached shops, and many businesses serve the oilfield and construction trades. Shop aprons and yards need heavier sections than a driveway. We size them to the trucks and equipment that use them.

City permits

The City of Casper requires a curb-cut permit to remove curb or curb-walk to place a driveway, and a street-cut permit to dig up, break or remove any part of a street, right-of-way or alley. The street-cut permit requires a $5,000 surety bond or a deposit equal to the estimated cost, whichever is greater, plus liability insurance. Both are applied for through the city's online portal. If your project touches the curb, street or alley, we explain which applies.

A note on alleys

Many older Casper blocks have alleys behind the homes, and garages that open onto them. Alley work counts as work in the street right-of-way. The city states that a street-cut permit is required if the work takes place in the alley, so paving an alley approach involves the bond and insurance requirements above.

Casper Questions

Does a wider Casper driveway need a city permit?

If you remove curb or curb-walk, yes: a curb-cut permit from the city. Digging in the street or alley needs a street-cut permit with a bond and insurance.

Do I need a permit to pave my alley approach?

The city says a street-cut permit is required if work takes place in the alley.

How deep should the base be in Casper?

It depends on the vehicles and soil, but we often build toward the heavier end of cost-guide ranges, 8 to 10 inches of base, because of frost and trucks.

Do you pave shop aprons?

Yes. Shop aprons and yards are a big part of our Casper work.
